JOB POSITION SUMMARYThe employee in this position is under the direction of the Public Health Manager/Health.
Officer, is expected to complete assignments with minimal level of supervision, and may lead and/or advise other public health staff in areas of programmatic expertise.
This position is responsible for inspection, enforcement of federal, state and local statute, codes, and ordinances, and other regulations related to environmental public health and safety.
This position is also responsible for identifying environmental and human health hazards and providing advice and resources related to mitigation of hazards and issuing citation as appropriate.
The individual in this position works collaboratively on the core public health functions of assessment, policy development and assurance, and provides community education and technical assistance to families, individuals and businesses regarding public health hazards and environmental issues.
EXAMPLE OF DUTIES ESSENTIAL DUTIES AND RESPONSIBILITIES Conducts routine/required inspections of facilities, such as schools, restaurants, retail food establishments, hotels/motels, public swimming facilities, manufactured home communities, campgrounds and other licensed facilities to determine compliance with laws and regulations.
Conducts pre-licensing inspections of public facilities in collaboration with plumbers, contractors, building inspectors, and other appropriate disciplines.
Manages and utilizes the agency licensing database and state inspection fee reimbursement schedule.
Assures compliance with Chapter NR 809 Wisconsin Administrative Code, as it applies to the public transient non-community water systems in Jackson County.
Performs water sampling, collects water samples, inspects wells and plumbing systems, interprets results, issues repair/replacement orders as appropriate.
Collaborates with DATCP, DHS, to assure program integrity and statutory compliance of Food and Recreation Safety Regulations.
Collaborates with DSPS to assure program integrity and statutory compliance of Tattoo and Body Piercing Regulations.
Performs analysis of water samples and coordinates or carries out appropriate actions based on water sample results.
Investigates and identifies human health hazards in the community.
Investigates food and waterborne communicable disease reports and assists with prevention and control of communicable diseases.
Maintains and assures audit requirements for State of Wisconsin Certified Water Testing Lab are met.
Maintains Lead Risk Assessor Certification.
Conducts Lead Risk Assessments for children with Blood Lead Levels over 5.
0 mg/l.
Possesses knowledge of Radon measurement, Radon Mitigation and Radon Resistant New Construction.
Maintains Pool /Spa Operator Certification.
Performs Public Health Emergency response duties as assigned and participates in department and community emergency response training and drills in support of disaster preparedness.
Assesses and creates appropriate health literature and culturally appropriate health materials for both individual and community education.
Mobilizes and leads community partnerships to address public health issues.
Enforces public health laws and regulations under the authority of the Health Officer and issues citations as appropriate and outlined in Jackson County Chapter 11 ordinance.
Links individuals, families, and the community with needed resources.
Provides services aimed at the promotion of health and prevention of disease in individuals, families, and groups.
Participates in the evaluation of the effectiveness, accessibility, and quality of personal and population-based health services.
This includes accurate and appropriate documentation of public health interventions and the gathering and review of pertinent data that support interventions.
Fosters the understanding and promotion of social and economic conditions that support good health.
Reviews, collects and summarizes data to interpret community health needs.
Collaborates to adapt resources within the agency to deliver Health services based upon community need and helps in identifying financial ability of the agency.
