Position Summary Under general supervision of the Division Director of Civil Engineering, this position assists in the management of program budget and funds and independently serves as the program manager for the Civil Engineering Reimbursement Program.
It develops and processes blanket purchase agreements, purchase orders, and requisitions (in system of iEMS), travel and training purchasing, and general service billing.
Develops simplified bids in compliance with State and Federal regulations; oversees contracts; prepares budget and related reports, reviews and approves purchase requests and invoices, generates, and maintains accounting records, reports, and other supporting documentation.
Maintains accounts in compliance with state and federal rules, regulations, and directives.
The position will also prepare and maintain publications, correspondence, files, regulations, policies, directives, and a reference library.
It serves as the System Administrator for Integrated Engineering Management System (IEMS) and provides administrative support to the Civil Engineering Division Director and Program staff in designated areas as well as assist in providing space and facilities management.
Salary Information The classification used to fill this position is Financial Specialist Senior (Pay Schedule and Range 02-13).
Starting wage will be $24.
82 per hour, plus an excellent benefits package.
For current permanent state employees, pay will be set in accordance with the State Compensation Plan.
Job Details Conditions of employment: Must obtain/maintain a federal Common Access Card (CAC) for gaining access to federal computer systems and applications.
This requires a thorough background check and vetting process.
All new permanent, project, and limited term employees will be required to report to JFHQ in Madison on the Monday of their first week of employment for the New Employee Qualifications Candidates who meet minimum qualifications will have experience with: · Experience communicating budget information as needed or required, such as quarterly reports for budget meetings, to organization management and staff, and/or to outside agencies · Experience independently composing, editing, and preparing correspondence · Experience with Microsoft Word, Excel, and Outlook (please explain what experience you have with each program e.
