water wagon with brakes (sparta)

Factory built for US military, last used by contractor to water roads.
2 heavy duty axles with leaf springs front and back.
Rear axle has electric brakes and emergency brake.
Takes 6 hole Chevy wheel.
Tank 4' diameter X 11' 4" long.
Wagon wheelbase 11' 8" long.
Bought it to put flatbed on to haul hay down steep roads with tractor.
Never got around to it.
Will remove steel tank if you don't want it.
Would make good highway or parade wagon with the leaf springs and brakes.
Open up the tank to haul wood, or add hydraulics to make dump wagon ? $1200.
