Manager, Human Resources & Safety

JOB SUMMARY:
Develops, implements, and coordinates policies and programs concerning employment, training and development, employee relations, compensation, employee benefits, and safety and health.
Advises management on all human resource issues
ESSENTIAL FUNCTIONS:
Participate and positively contribute in departmental meetings
Thoroughly understand and adhere to management philosophy regarding personnel, compensation, and benefit goals, objectives, and strategy
Establish and maintain credibility throughout the organization and with the leaders as an effective developer of solutions and business operations
Responsible for area capital expenditures and manpower budgets by identifying short and long-term issues that must be addressed by recommending options and courses of action
Achieve departmental financial objectives by preparing annual budgets, scheduling expenditures, analyzing variances, and initiating corrective action if necessary
Responsible for the performance and optimal utilization of personnel by mentoring and providing educational opportunities and administering the employee evaluation program
Responsible for the enforcement of discipline and the establishment and maintenance of positive morale amongst employees within scope of responsibility
Manage all organizational human resource and safety issues and identify their impact on policies and operations
Maintain work structure by updated job requirements and descriptions for all positions and assist organizational staff by recruiting candidates, assisting with candidate selection, maintaining employee training and development programs, and conducting exit interviews
Responsible for and administer company payroll and benefits
Provide analysis of and recommendations for organizational compensation, bonus compensation, and benefits
Maintain and analyze all records regarding benefit plan participation, hires, promotions, terminations, and all other human resource statistics for management or as required by law
Develop and maintain personnel policies and procedures via the Employee Handbook while ensuring compliance with state and federal law
Plans and implements safety policies and procedures in compliance with local, state and federal
Occupational Safety and Health Administration (OSHA) rules and regulations
Plans and implements programs to train managers and employees in work site safety practices, fire prevention and correct handling techniques for chemicals, toxins, equipment and other materials
Prepares studies and analyses of industrial accident causes and hazards to health for use by company personnel and outside agencies
Inspects facilities to detect existing or potential safety and health hazards, determines corrective or preventative measures where indicated, and follows up to ensure measures have been implemented
Leads the investigation of accidents and injuries and cooperates in the preparation of material and evidence for organization use in hearings, lawsuits, and insurance investigations
Complies and submits accident reports required by regulatory agencies
Oversees the administration of workers’ compensation program, including working with the insurance carrier to reduce employee lost time
Represents the organization in community or industry safety groups and programs
Maintains safety files and records
Administers the security policies and procedures
Act as an advisor to the President regarding any human resource or safety issues and/or potential liabilities
QUALIFICATIONS:
Experienced leader preferably in the manufacturing field
Flexible, energetic, forward-thinking, and creative with high moral and ethical standards
High analytical ability, good judgment, and strong operational focus
Well organized and self-directed
Able to relate to people at all levels of the organization in a positive fashion
Excellent verbal and written communication skills
A good educator who is trustworthy and willing to share information and ideas and serve as a mentor
Degree in human resources, employment relations, or equivalent; must have familiarity with employment law
Must have affiliation with various human resource organizations to enhance overall factual contribution to human resource and safety administration for the organization
5-7 years related proven performance and/or training or equivalent combination of education and proven performance
