This is a key position in the company for leadership, strategy, employee and community communication.
Direct, plan, implement and manage Human Resources, Benefits and Safety policies and programs for the company, including but not limited to, compliance, safety, payroll and benefit programs.
Ensure compliance with all local, state and federal rules, regulations and reporting.
Primary duty is management of the company as a member of the Senior Management Team.
*ESSENTIAL FUNCTIONS* * Ensure compliance with all applicable governing bodies including, but not limited to, Department of Labor, State Department of Workforce Development, OSHA, Department of Transportation, etc.
* Develop and oversee safety policies, procedures and training opportunities to ensure the ongoing development and improvement of safety programs at Badger.
* Maintain compliance with all personnel and payroll files, I-9, benefit and FMLA files, workers compensation claims and reporting mechanisms, drug and/or alcohol screening processes, OSHA records, return to work programs, and medical records.
* Administer and enforce drug and/or alcohol screening processes for DOT and non-DOT pre-employment, random, reasonable suspicion and post-accident.
* Assume ownership for the Employee Handbook, Safety & HR Manual, Drivers/DOT Manual and Emergency Action Plan.
* Administer the annual compliance reporting requirements for the company including, but may not be limited to, EEO-1, 5500, ACA, Bureau of Labor Statistics (BLS), CMS-Medicare, etc.
Benefit auditing processes for the 401k and ESOP programs.
Evaluate and renew benefit programs on an annual basis.
* Implement market competitive compensation and performance review plans.
* Drive the collection and use of HR metrics – analyzing and generating reports on a regular and ad hoc basis – measuring turnover, headcount, hours, wage analysis, injury and workplace safety to help drive the business forward.
* Implement training programs focusing on the growth and development of Badger’s leaders and its labor force to ensure Badger’s talent (at all levels) has the correct tools and resources to be effective in their positions.
* Oversee payroll processes including, but not limited to, data entry, biweekly processing, compensation and benefits, compliance programs, vacation and sick leave programs, drivers time keeping systems, etc.
* Ensure compliance with DOT regulations for hiring, compliance, payroll and recordkeeping, drug and/or alcohol testing including return to duty requirements.
* Administer COBRA, FMLA, medical, workers compensation and blood borne pathogen programs.
* Administer termination and/or layoff processes; employee complaints; disciplinary processes; provide for the safety and security of employees monitoring safety program requirements and ongoing and new safety programs; monitor and implement legal compliance measures.
* Actively participate in organizational strategic planning and budget development.
* Member of the emergency contact and 1st responder teams for Badger.
* Other duties as assigned.
*QUALIFICATIONS* * Degree in Human Resources Management, Business or related field of study.
* Minimum 7 years of HR leadership experience.
* 10+ years broad-based HR experience may be considered as a substitute for education.
* SHRM and/or HRCI certification.
* HR and safety experience in a manufacturing and distribution environment.
* Excellent strategic and business mindset.
* Payroll experience preferred.
*KNOWLEDGE, SKILLS AND ABILITIES* * Commitment to ethical behavior and accountability.
* Knowledge in the Windows operating system, Microsoft Office (Word, Excel, Access, PowerPoint, Outlook) and payroll systems.
