The Department of Natural Resources is hiring a Mississippi River Unit Manager in the Natural Resources Basin Supervisor classification within the Division of Environmental Management.
This position will be located in La Crosse Service Center.

Position Summary This position leads and advises upper management on the overall management of the Upper Mississippi River (UMR) for the State of Wisconsin, including ecosystem restoration, protection, monitoring, science, navigational dredging, and policy.
The position has a broad set of responsibilities, ranging from advising interstate policy and implementation of multi-state programs, to integration of monitoring and science to inform ecosystem rehabilitation and river management.
A critical role of this position is managing relationships with key external federal, state, and local partners and customers, while leading and representing Wisconsin DNR interests in two major federal programs: the Upper Mississippi River Restoration (UMRR) program and the Navigation and Ecosystem Sustainability Program.
Other key responsibilities include ensuring that ecosystem monitoring is operating efficiently and consistent with federal requirements, statewide approaches, and UMRR standardized procedures.
The incumbent facilitates and coordinates the actions of a cross-division, integrated Department team, striving for a seamless approach to river management that is consistent with the congressional intent to manage the UMR as both a nationally significant ecosystem, and a nationally significant navigation system.
The position leads implementation of MOUs and MOAs with federal partners and ensures high quality service to external customers.
The position evaluates program and team efficiency and effectiveness, conducts long-range planning and budget recommendations, annual operational planning and implementation, and supervision and mentoring of 4-6 team members.

Salary Information Mississippi River Unit Chief (Natural Resources Basin Supervisor) starting pay is $43.
00 - $50.
83/ hour ($89,440.
00- $ 105,726.
40 annually).
The classification title is Natural Resources Basin Supervisor and is in pay schedule/ range 81 - 02.
A two-year Career Executive trial period may be required.
Pay on appointment will follow the provisions of the State of Wisconsin Compensation Plan.
Job Details This position is located in the West Central Region, La Crosse Office and is similar to the Lakes Michigan and Superior Basin Supervisors in the Office of Great Waters (OGW).
This position covers the entire UMR basin under the jurisdiction of the State of Wisconsin.
The incumbent is required to travel regularly throughout the West Central Region, as well as travel across Wisconsin (largely Madison and the western part of the state along the River) and the UMR basin (Minnesota, Iowa, Wisconsin, Illinois, and Missouri) to represent Wisconsin regarding UMR issues.
Successful applicant will have willingness and ability to work outside for extended periods, on boats and airboats, occasionally under difficult conditions in all seasons.
During the quarterly water quality and fisheries sampling period, additional work hours may be required to complete time sensitive tasks.
The selected candidate must be able to drive a state vehicle, including vehicles towing a boat.
Candidates with three (3) or more moving violations and/or at-fault accidents in the past two (2) years, or who have an OWI/DUI violation within the past year are barred from driving state vehicles.
This position will require employees to possess a Boating Safety Education Certificate (often referred to as “Wisconsin boating License” or “Wisconsin Boater Education Card”) as proof that you have successfully completed all state-mandated boater education requirements within first 3 months of the job.
