PURPOSE: This position will be responsible for obtaining Transmission Construction projects in the commercial market.
Position is responsible for creating estimates, bids and cost proposals, and managing projects throughout their lifecycle.
Also responsible for developing and maintaining relationships with new and existing clients.
ESSENTIAL JOB FUNCTIONS: 1.
Work with leadership to develop short- and long-term business plans to leverage market dynamics and industry business trends.
Collaboratively create estimates, bids and cost proposals for Transmission Construction projects within the deadlines required.
Attend pre-bid meetings, site reviews and bid openings as necessary.
Assist with evaluation of RFPs and Bidding/Construction Documents and provide briefings and recommendations to senior leadership.
Projects may be obtained through competitive unit cost bidding, negotiated lump sum, cost plus a fee or other methods.
2.
Collaborate with field crews to understand labor estimates, equipment needs and general conditions costs for projects.
Develop an understanding of internal labor rates for self-perform work.
Work with field crew to implement the most efficient labor plan for the project and adjust the plan as needed throughout the project.
3.
Work with internal departments to develop materials lists, manage material procurement and transport to the site and manage costs for projects and scopes of work for subcontractors.
Issue PO’s and contracts and manage subcontractor relationships and performance.
Partner to evaluate options for subcontractor services for work not self-performed.
4.
Collaborate with various internal departments (Environmental, Right of Way, etc.
) to determine if their services are required as part of contracts.
Work with Legal Services and Risk to ensure contracts are reviewed and bonding/insurance requirements are met.
5.
Provide overall management of project to ensure that projects are completed within schedule, budget, expected margin and to the satisfaction of the customer.
Establish, update, and communicate the Project Schedule and manage its execution.
Conduct progress meetings and project closeout processes.
Understand the implications of all contracts and ensure all team members are accountable to their deliverables.
Monitor progress of the projects through site visits and continual communication with all team members and owner representatives.
May transition project to others to manage based on volume of commercial projects.
6.
Build and maintain relationships with new and existing clients and drive results in our target market and geographic regions.
Develop knowledge of clients’ contracting philosophies and decision-making processes.
Research opportunities for growth and expansion in target markets and seek new avenues for developing potential client and project lists.
Assist in creating materials for client presentations and participate in project interviews.
Represent Dairyland’s commercial construction services at targeted industry tradeshows.
7.
Manage the change order process, approve invoices, and manage the finances of the project.
Create project estimates in a Microsoft Excel environment and/or advise on other products, processes, and resources for estimating electrical utility projects.
Create cost projections at a regular cadence and share with leadership.
Create plan for recovery if cost projections indicate a need.
8.
Create reviews on completed projects to determine reasons for profitability or reasons for losses and incorporate lessons learned into future bids.
Establish historical record of actual project costs for use in future competitive bidding.
9.
Other responsibilities as assigned.
MINIMUM QUALIFICATIONS: Education & Experience: BS/BA degree in Business, Construction Project Management, Engineering, or similar discipline.
Minimum of seven (7) years of applicable business experience, preferably in estimating, project management or business development, along with a strong understanding of the energy industry and experience with high voltage construction projects.
Equivalent combination of education and experience will be considered.
Skills: • Demonstrated knowledge of project management and estimating methodologies and tools and resource management practices • Supports and enforces all safety policies, procedures, and best practices.
• Strong verbal, written and interpersonal communication skills, with the ability to effectively work with individuals at all levels, both internal and external.
• Ability to form productive and positive relationships across Dairyland and with clients.
• Proficient computer skills (Word, Excel, Outlook, Power Point) are required, project management tool expertise (Microsoft Project, Microsoft SharePoint, OPC, D365, etc.
) preferred.
• Highly organized and solutions-focused with excellent time management skills • Strong technical and business acumen skills • Excellent analytical thinking and problem-solving skills with the agility and flexibility to deal effectively with ambiguity and constant change.
• Proven leadership skills in managing cross-functional teams to ensure project timelines are met.
• Demonstrated success in a competitive profit and loss setting in one or more of the following areas of expertise: Project Management, Estimating and Business Development.
