Position Summary:
ISI Professional Services is seeking a Construction Manager – Site Safety Representative (CM-CHST) to support a Federal client in overseeing the safety of construction projects.
The CM-CHST will serve as a Construction Manager Safety Representative at a healthcare facility, reporting to the project section that oversees minor construction, modernization, and upgrade projects.
In supporting the client, the Construction Manager Safety Representative shall perform services including, but not limited to, the following:
Responsibilities:
Evaluate and monitor the construction contractors' performance regarding compliance with the Site Safety Specification for each contract and recognized laws and standards for construction and client’s safety.
Assess the contractor's Accident Prevention (APP) and/or Construction Safety and Health Plan, coordinated with the client and healthcare facility management staff.
Establish and maintain a safety awareness and prevention program, coordinated with the client, the General Contractor, and the local Management to safeguard against work site safety incidents.
Continuously evaluate the construction activity and prepare hazard analysis and technical positions on the appropriateness of the proposed mitigation strategies.
Responsibility for overall construction safety, while the client provides continuous oversight to ensure a robust Safety and Occupational Health Program.
Monitor the contractor’s adherence to the contract safety requirements and report identified concerns and deficiencies to the client.
Coordinate all Interim Life Safety Measures (ILSM) with the healthcare facility staff and maintain a system for traceable concurrence and adherence to the approved procedures for each activity.
Recognize potentially hazardous construction activity and perform a risk analysis as needed to assure the health and well-being of patients, visitors, staff, and tradesmen.
Maintain a working knowledge of major construction activity and the typical risk associated with specific construction activity.
Know the specific requirements and mitigations defined by current OSHA standards.
Minimum Qualifications, Knowledge, Skills, and Abilities:
Required:
The CM Safety Representative (CM-CHST) must be a) a Construction Health and Safety Technician (CHST) with at least three (3) years of construction industry safety program management experience; OR b) a Certified Safety Professional (CSP) with at least two (2) years of construction industry safety program management experience; OR c) have a Bachelor’s degree in safety and health from an accredited university or college with at least three (3) years of construction industry safety program management experience.
The CM-CHST must have completed the OSHA 30-hour Construction Safety with an active certification/card.
The CM-CHST must have a specialized formal course in the hazard recognition control associated with high hazard work operations such as operations involving asbestos, electrical, cranes, demolition, working at heights/fall protection, fire safety/life safety, ladders, rigging, scaffolds, and trenches/excavations.
Working knowledge and understanding of building, safety, and environmental codes.
Ability to utilize various software programs to monitor, update, and produce work products by applying computer literacy knowledge.
Ability to exercise good interpersonal skills.
Preferred:
It is preferred, but not required, that the CM-CHST have over ten years of experience practicing as a major construction safety official.
It is preferred, but not required, that the CM-CHST possess commercial healthcare experience, and it is strongly preferred that the CM-CHST possess healthcare experience.
Knowledge of governmental contracting procedures, principles, guidelines, and public law.

Work Setting/Environment/Travel Requirements:
Monday through Friday, normal business hours are 8:00 am – 5:00 pm.
Hybrid work agreement.
Three days in the office and two days remote.
